Six pairs will compete in the Aug. 20 "Black OPS: Hack Attack Challenge 2004," organized by the government-funded National Infocomm Competency Center, said its marketing manager Yvonne Choo.
They will "penetrate, exploit, gain access and obtain privileged information from the other teams' servers, for the purpose of corporate espionage," the center said on its Web site.

The prize for the best hacker will be a DVD burner and free computer classes.

Public transit. In North America, public transportation has been the major casualty of the commitment to the automobile. Ridership on public transportation declined in the United States from 23 billion per year in the late 1940s to 7 billion in the early 1990s. At the end of World War I, U.S. cities had 50,000 kilometers of street railways and trolleys that carried 14 billion passengers a year, but only a few hundred kilometers of track remain. The number of U. S. and Canadian cities with trolley service declined from about fifty in 1950 to eight in the 1960s: Boston, Cleveland, New York, New Orleans, Philadelphia, Pittsburgh, San Francisco, and Toronto.
Buses offered a more flexible service than trolleys, because they were not restricted to operating only on fixed tracks. General Motors acquired many of the privately owned streetcar companies and replaced the trolleys with buses that the company made. But bus ridership has declined from a peak of 11 billion riders per year in the late 1940s to 5 million in the 1990s. Commuter railroad service, like trolleys and buses, has also been drastically reduced in most U.S. cities.
The one exception to the downward trend in public transportation in the United States is the subway, now known to transportation planners as fixed heavy rail. Cities such as Boston and Chicago have attracted new passengers through construction of new lines and modernization of existing service. Chicago has been a pioneer in the construction of heavy rail rapid transit lines in the median strip of expressways. Entirely new subway systems have been built in recent years in a number of U.S. cities, including Atlanta, Baltimore, Miami, San Francisco, and Washington, D.C.
Public transportation is particularly suited to bringing a large number of people into a small area in a short period of time. Consequently, its use is increasingly confined in the United States to rush-hour commuting by workers in the central business district. A bus can accommodate thirty people in the amount of space occupied by one automobile, while a double-track rapid transit line can transport the same number of people as sixteen lanes of urban freeway.
Despite modest recent successes, most public transportation systems are caught in a vicious circle, because fares do not cover operating costs. As patronage declines and expenses rise, the fares are increased, which drives away passengers and leads to service reductions and still higher fares. Public expenditures to subsidize construction and operating costs have increased, but public officials in the United States do not consider that public transportation is a vital utility deserving subsidy to the degree long assumed by European governments.
In contrast, even in the relatively developed Western European countries and Japan, where automobile ownership rates are high, extensive networks of bus, tram, and subway lines have been maintained, and funds for new construction have been provided in recent years. Since the late 1960s, London has opened 27 kilometers of subways, including two new lines, plus 18 kilometers in light rail transit lines to serve the docklands area. During the same period, Paris has built 65 kilometers of new subway lines, including a new system, known as the Reseau Express Regional (R. E. R.) to serve outer suburbs.
Smaller cities have shared the construction boom. In France alone, new subway lines have been built since the 1970s in Lille, Lyon, and Marseille, and hundreds of kilometers of entirely new tracks have been laid between the country's major cities to operate a high-speed train known as the TGV.

The telecity is a city whose life, direction, and functioning are largely shaped by telecommunications. In the twenty first century, cities will be based more and more on an economy that is dependent on services and intellectual property. Telecommunications and information networks will define a city's architecture, shape, and character. Proximity in the telecity will be defined by the speed and bandwidth of networks as much as by geographical propinquity. But the risks posed by twentieth-century patterns of urbanization and architecture have ye to register fully with political figures and leaders of industry. The Pentagon, for example, has been rebuilt in situation rather than distributed to multiple locations and connected by secure landlines and broadband wireless systems. Likewise, the reconstruction of the World Trade Center complex still represents a massive concentration of humanity and infrastructure. This is a remarkably shortsighted and dangerous vision of the future.
The security risks, economic expenses, and environmental hazards of over-centralization are everywhere, and they do not stop with skyscrapers and large governmental structures. There are risks also at seaports and airports, in food and water supplies, at nuclear power plants and hydroelectric turbines at major dams, in transportation systems, and in information and communications systems.
This vulnerability applies not only to terrorist threats but also to human error, such as system-wide blackouts in North America in August 2003 and in Italy in September 2003, and natural disasters such as typhoons, hurricanes, floods, and earthquakes. Leaders and planners are only slowly becoming aware that overcentralized facilities are the most vulnerable to attack or catastrophic destruction.
There is also growing awareness that new broadband electronic systems now allow governments and corporations to safeguard their key assets and people in new and innovative ways. So far, corporations have been quickest to adjust to these new realities, and some governments have begun to adjust as well.

On April the 18th, 1960, it was a few minutes after 5 o'clock in the morning. Most people in San Francisco were a-sleep, but the rattling of the milkmen's carts and bottles meant that the city was waking to another busy day.
At that moment the land suddenly moved. The vibration was so strong that great buildings fell down, including the new seven-million-dollar City Hall, which the community had good reason to be proud of. Main water pipes burst. Cooking stoves overturned and electric wires flashed. The fires which started caused damage in large areas of the city.
What had happened.'? The rocks had broken apart along nearly three hundred miles of a crack in the earth of California, a feature of the physical map of that region known as a "fault".
The damage was greatest in San Francisco which was near the center of the fault. Many buildings were destroyed by fire or by the earthquake itself, and hundreds of people were killed. Many people also died from diseases which broke out in the dirty camps later occupied by homeless people. The fires got out of control and, before they died out, four square mi-les of the city were burnt out.
The loss of property was serious. The loss from fire alone amounted to 400,000,000 dollars, more than nine-tenths of the total damage. In those days this was an enormous sum.
The effects of the earthquake were widespread. Rivers and streams began to run in new directions and their flow pat-terns were changed. Trees six feet in diameter were uprooted within half a mile of the central break. An area of wet fields on the side of a hill actually moved half a mile downwards. A road which crossed the fault burst apart and a gap of 21 feet remained between the broken ends.
The California earthquake is remembered because it was so sudden and because it occurred in a city, where the dam-age and destruction were plainly visible and where many people were killed simultaneously. Actually, deaths on American roads from car accidents are now greater in almost any week of the year, but we are so accustomed to road accidents that we do not pay much attention to them.
Scientists and engineers studied the effects of the San Francisco earthquake. The city was rebuilt, and new features were introduced to strengthen buildings and maintain a constant water supply in the event of. another earthquake. The water mains were fitted with control values which would enable water to travel by different routes round broken places. Large underground tanks were constructed to supply water if normal supplies could not be tapped. Special measures were taken to prevent fires, which often do more damage than earthquakes themselves.
The San Francisco earthquake provided scientists with valuable information, since the effects of the break were visible and reports of the incident were an important contribution to the world's store of knowledge about earthquakes.
