听力原文: A day after receiving a report on Kosovo's progress toward meeting U. N.-set standards on minority rights and democracy, Secretary-General Annan said he is leaning toward a conclusion that the province is ready for negotiations on its status.
"I am studying the report, and I will make a recommendation to the Security Council very shortly. And I am likely to indicate that we proceed with status talks," he said.
When asked when he might make his recommendation, Mr. Annan replied, "maybe sooner than you think."
The secretary-general appointed senior Norwegian diplomat Kal Eide last June to study progress on the U.N. standards. Diplomats who have seen the report say it sharply criticizes both majority ethnic Albanians and minority Serbs in the province for the slow pace of progress, but nevertheless concludes that future status negotiations should begin.
The Security Council is expected to take up the Kosovo question the last week of October. If the 15-member body agrees, talks on Kosovo's future status could begin in November.
According the news, the UN has set standards for Kosovo on ______.
A.minority rights and democracy
B.minority rights and publicity
C.economy and politics

Passage Four:Questions 36 to 40 are based on the following passage. The decline in moral standards—which has long concerned social analysts—has at last captured the attention of average Americans. And Jean Bethke Elshtain, for one, is glad.
The fact the ordinary citizens are now starting to think seriously about the nation’s moral climate, says this ethics (伦理学) professor at the University of Chicago, is reason to hope that new ideas will come forward to improve it.
But the challenge is not to be underestimated. Materialism and individualism in American society are the biggest obstacles. “The thought that ‘I’m in it for me’ has become deeply rooted in the national consciousness,” Ms. Elshtain says.
Some of this can be attributed to the disintegration of traditional communities, in which neighbors looked out for one another, she says. With today’s greater mobility and with so many couples working, those bonds have been weakened, replaced by a greater emphasis on self.
In a 1996 poll of Americans, loss of morality topped the list of the biggest problems facing the U.S. and Elshtain says the public is correct to sense that: Data show that Americans are struggling with problems unheard of in the 1950s, such as classroom violence and a high rate of births to unmarried mothers.
The desire for a higher moral standard is not a lament (挽歌) for some nonexistent “golden age,” Elshtain says, nor is it a wishful (一厢情愿的) longing for a time that denied opportunities to women and minorities. Most people, in fact, favor the lessening of prejudice.
Moral decline will not be reversed until people find ways to counter the materialism in society, she says. “Slowly, you recognize that the things that matter are those that cant’ be bought.”
第36题:Professor Elshtain is pleased to see that Americans ________.
A) have adapted to a new set of moral standards
B) are longing for the return of the good old days
C) have realized the importance of material things
D) are awakening to the lowering of their moral standards

The rate of population growth is fastest in underdeveloped countries. In these countries a high birthrate is accompanied by a lowered death rate thanks to improved standards of public health. Ideally it should be possible to counter balance the effect of a reduced death rate by all increased use of family planning. In practice, however, population control is a complex matter. Throughout history people have determined the size of their families according to the cultural values of their societies.
Population control has long been a subject of discussion among researchers. Some have argued that the supply of good land is limited. In order to feed a large population, bad land must be cultivated and the good land overworked. As a result, each person produces less in a given amount of time and this means a lower average income than could be obtained with a smaller population. Other researchers have argued that a large population gives more scope for the development of facilities such as sports, roads and railways, which are not likely to be built unless there is a big demand to justify them. Similarly, it can be argued that the public costs of society will not be so heavy to each individual if they are shared among the members of a large population.
One of the difficulties in implementing birth control lies in the fact that the official attitudes to population growth vary from country to country. In underdeveloped countries where a large population is pressing hard upon the limits of food, space and natural resources, it will be the first concern of government to place a limit on the birthrate. In a well-developed society the problem may be more complex. A declining birthrate may lead to unemployment because it results in a shrinking market. Cities with a declining population may have to face the prospect of a shrinking tax base and a fall in land values. If there are fewer children going to school, teachers may be thrown out of work. When the pressure of population on housing declines, prices also decline and the building industry is weakened. Faced with considerations such as these, the government of a developed country may well prefer to see a slowly increasing population, rather than one which is stable or in decline.
The writer suggests that policy makers should consider cultural values ______.
A.in carrying out family planning
B.in producing birth control drugs
C.in improving public health standards
D.in introducing birth control techniques

Suicide has been a cause of concern in most societies for a long time. The classical Greeks, for example, required people who wanted to kill themselves to get permission from the senate. While this law is not without humor by today&39; s standards, it clearly shows an awareness of the problem in times gone by.
In today&39; s society, suicide is much more prevalent than we want to admit. Why do people try to take their own lives?
The motives for suicide can be categorized into areas such as a failure, wrath(暴怒), the needfor attention, stress, and so on. However, the qualities of a person who wants to take his own life change from person to person, making it difficult to depict(描写)the typical victim. To make the problem even more confusing, people will often camouflage(掩盖)their true feelings, thus causing their friends to disregard problems that should be viewed as serious.
In the United States, a network of centers has been created to attempt to prevent suicides.People who are bitter, worded, or depressed are encouraged to contact workers at these centers. These workers, often trained volunteers, offer benevolent advice to the callers, trying to help the callers to see that suicide as a solutions to problems is an illusion. The accomplishments of these centers, insofar(到这个程度)as their effectiveness to reduce suicide is concerned, are minimal However, they have helped a lot of people with a wide variety of problems. So, in the somewhat amorphous(难以名状的)area of man helping his fellow man, they are certainly a success.
Which of the following statements is TRUE according to the article?
A.The classical Greeks did not know the existence of suicide
B.Suicide has always been prevalent in all parts of the world
C.In today’s society, there are quite a number of people who commit suicide
D.Nowadays suicide is not as common as it was in the past
Which of the following is NOT mentioned as a motive for suicide?A.Insanity

B.It is difficult to describe what kind of people tend to commit suicide
C.Suicide has been a problem in most societies since ancient times
D.People who commit suicide all share certain characteristics
The word “benevolent” means ()A.relevant
B.kind
C.serious
D.effective
The third paragraph mainly tells us that ()A.a network of centers has been quite effective in reducing suicide
B.a network of centers has been quite successful in reducing suicide
C.people are making efforts to help those who tend to commit suicide and in a way, they are successful
D.in theUnited States, people who want to commit suicide call a network of centers to get help
