The rate of population growth is fastest in underdeveloped countries. In these countries a high birthrate is accompanied by a lowered death rate thanks to improved standards of public health. Ideally it should be possible to counter balance the effect of a reduced death rate by all increased use of family planning. In practice, however, population control is a complex matter. Throughout history people have determined the size of their families according to the cultural values of their societies.
Population control has long been a subject of discussion among researchers. Some have argued that the supply of good land is limited. In order to feed a large population, bad land must be cultivated and the good land overworked. As a result, each person produces less in a given amount of time and this means a lower average income than could be obtained with a smaller population. Other researchers have argued that a large population gives more scope for the development of facilities such as sports, roads and railways, which are not likely to be built unless there is a big demand to justify them. Similarly, it can be argued that the public costs of society will not be so heavy to each individual if they are shared among the members of a large population.
One of the difficulties in implementing birth control lies in the fact that the official attitudes to population growth vary from country to country. In underdeveloped countries where a large population is pressing hard upon the limits of food, space and natural resources, it will be the first concern of government to place a limit on the birthrate. In a well-developed society the problem may be more complex. A declining birthrate may lead to unemployment because it results in a shrinking market. Cities with a declining population may have to face the prospect of a shrinking tax base and a fall in land values. If there are fewer children going to school, teachers may be thrown out of work. When the pressure of population on housing declines, prices also decline and the building industry is weakened. Faced with considerations such as these, the government of a developed country may well prefer to see a slowly increasing population, rather than one which is stable or in decline.

Caution seems the watchword among the institutional investors surveyed in our latest portfolio poll. The allocation of money between equities, bonds and cash has, on average, remained at the same levels as it did during the third quarter. While Lehman Brothers and Commerz International have increased their overall equity allocations, Daiwa has increased its bond allocation. But given the slowdown in the American economy, it is the reaction of our investors to American equity holdings that is worthy of note.
While three of them, including Lehman Brothers, take a dim view of the prospects for American shares, the other four have either marginally increased their allocations, or have maintained them at the same levels as in the previous quarter. Lehman Brothers seems to have decided that the prospect for German shares is better than it is for American ones. Its allocation for American equities dropped by seven percentage points, to 45% of its equity holdings; while its German share portfolio increased by six percentage points, to 11%. Lehman's share allocation to America has dropped, even as its overall equity holdings have increased.
Daiwa and Standard Life are the other two that have cut back on American equities. But Credit Suisse continues to be a cheerleader for American shares. Following its ten percentage-point increase in the third quarter, the Swiss firm increased its exposure to American equities once again in the fourth quarter. Commerz International appears to share Credit Suisse's bullish outlook: its American equity holdings have increased by four percentage points, to 490. Julius Baer is extremely bullish on American equities, with 60% of its equity funds parked there. But the average American equity holdings, among our institutional investors dropped by a percentage point in the fourth quarter.
British equities seem to have become attractive—all our investors have increased their allocations. Credit Suisse, which in the third quarter cut its investment in British shares, appears to have changed its mind. It has increased its allocation by four percentage points, taking the total to 9%. On the other hand, Japanese shares have been given the thumbs-down: all our investors save Julius Baer (unchanged) and Credit Suisse (slightly up) have moved funds out of Japanese equities.
It is a relatively similar story for Japanese bonds, where everybody apart from Commerz International has either dropped their yen-denominated bond holdings, or kept them unchanged. Robeco Group seems decidedly bearish, for it has sharply, cut its allocation, from 24% to 15%. Lehman Brothers, appears to have got the timing right, by raising its allocation of dollar-denominated bonds in the fourth quarter. Its increase was followed by the Fed interest-rate cut on January 3rd. Will Lehman's bearish timing prove right for American shares, too?

Crime is a very serious problem in Britain. One sort of crime which particularly worries people is juvenile delinquency—that is, crimes committed by young people. For some years juvenile delinquency had been increasing. There are two main sorts of juvenile crimes: stealing and violence. Most people do not understand why young people commit these crimes. There are, I think, a large number of different reasons.
These crimes are not usually committed by people who are poor or in need. Young people often dislike and hate the adult world. They will do things to show that they are rebels. Also in Britain today it is easier for young people to commit crimes because they have more freedom to go where they like and more money to do what they like.
There are two other possible causes which are worth mentioning. More and more people in Britain live in large towns. In a large town no one knows who anyone else is or where they live. But in the village I come from crimes are rare because everyone knows everyone else.
Although it is difficult to explain, I think the last cause is very important. Perhaps there is something with our society which encourages violence and crime. It is a fact that all the time children are exposed to films and reports about crime and violence. Many people do not agree that this influences the young people, but I think that young people are very much influenced by the society they grow in.
